Mason City Council gives manager high marks

MASON - For Mason City Manager Martin Colburn, it all comes with the territory.

As a city manager, a yearly review and contract renewal is part of the process.

"That is part of the job," Colburn said. "I know that at any time the city council can say they don't want my services anymore."

Colburn came out of his review with flying colors, however, exceeding the expectations of city council members.

As a result, the city council renewed his contract for 2012, noting that "Colburn more than met city council expectations."

Colburn has been the city manager since 1999.

The process also calls for the council to present specific objectives for 2012, but the council deferred because it "is unknown if the fiscal year 2012-13 budget will be able to fund those objectives."

Instead, the council will present specific objectives in April, according to the resolution.

The evaluation included a rating performance scale from eight categories on a scale from one to five.

Colburn ended up with an overall score of 4.3. His highest scores were 4.6 for the categories of "Public Relations" and "Policy Execution."

His lowest score was a 4.0 for "Staffing," but the score still exceeded city council expectations.

Colburn took on the role of Department of Public Works Director when that became available, but was not given a pay increase as a result.

"There was some concern that I was spreading myself too thin because of that," Colburn said.

Regardless, Colburn did not seek a pay increase as well, saying he didn't think it was necessary because of the current fiscal and economic climate.
