Commissioner Notebook: Swearing-in & Siteplan for Gestamp North America, Inc.

Last night the Mason Planning Commission held a special meeting to approve a preliminary and final site plan for Gestamp North America, Inc.  The site plan called for construction of a 32,000 square foot building addition to their existing manufacturing facility at 200 East Kipp Road.  Normally, site plans are considered in a two step process, with a preliminary site plan submission at one meeting, and then a final site plan submission considered at a subsequent meeting.  This particular application was being considered as both a preliminary and final site plan so that the petitioner could begin construction on the project as soon as possible.

The site plan for this project was fairly standard; however, the planning department report and recommendations showed that the current site was missing items that were required in Planning Commission Resolution 2006-12.  The owner of the facility has changed since the 2006 site plan, therefore, the planning commission essentially "rolled over" the outstanding requirements from the 2006 site plan and incorporated them into the 2011 site plan.  That being said, several commissioners (myself included) wanted another way to ensure that the developer would adhere to all the requirements of the current site plan.  As a result, the commission approved a cash bond requirement for this site plan.  If the developer fails to adhere to the requirements of the Planning Commission Resolution 2011-03, then the city will retain the bond which it will presumably use to complete the construction requirements for the site as prescribed by local zoning ordinance.  After these amendments were approved, the planning commission approved resolution 2011-03 and the site plan for Gestamp North America, Inc.  The resolution was approved by a vote of 9-0.

Last night was also my first meeting on the Mason Planning Commission.  City Council approved my appointment on June 6 and I was sworn in by the City Clerk prior to the Planning Commission's special meeting.  Kelli Green, our other new planning commissioner, was also present at the meeting last night and will be sworn in at our next Planning Commission Regular Meeting, which will be Tuesday, June 14, 2011 at 6:30pm in the Council Chambers at City Hall.  Though yesterday's special meeting was not televised, the regular meeting next Tuesday will be broadcast live on Broadstripe Local Access TV (Channel 21).
